Position Overview
Project Support Services (PSS) is seeking a highly experienced Senior Project Manager (SPM I) to support the Los Angeles Unified School District (LAUSD) Facilities Services Division. This executive-level construction management role is responsible for overseeing multiple large-scale capital improvement projects, directing Owner Authorized Representatives (OARs), and ensuring successful project delivery across planning, design, construction, and closeout phases.
The Senior Project Manager serves as a key leader within the Facilities Program, providing oversight of project schedules, budgets, contracts, quality control, dispute resolution, and stakeholder coordination while supporting Regional Directors and District leadership.
This position requires extensive experience managing large public, educational, institutional, or commercial construction programs with project values exceeding $50 million.
Position Responsibilities
Resolve complex construction project issues, disputes, claims, and disagreements.
Develop, assign, supervise, and monitor the performance of Owner Authorized Representatives (OARs).
Review project status and monitor overall progress against approved construction schedules.
Review and evaluate change orders and assess impacts to project budgets, schedules, and District objectives.
Assist Regional Directors and Facilities management staff with bid planning, procurement strategies, and contract development.
Review bid specifications and assess the likelihood of successful project completion within established timelines.
Monitor project controls systems, including schedule updates, cost reporting, forecasting, and variance analysis.
Review and verify contractor applications for payment and oversee fiscal management of multiple construction projects.
Provide leadership and functional direction regarding:
Construction management
Schedule management
Cost control
Contract administration
Quality assurance and quality control
Dispute resolution
Oversee administration of architectural, engineering, and consultant contracts.
Coordinate project activities with District departments including Environmental Health & Safety, Design & A/E Technical Support, Asset Management, Facilities Contract Administration, Inspection Services, Maintenance & Operations, and Local Districts.
Review and resolve project disputes while minimizing schedule and budget impacts.
Develop and recommend improvements to internal policies, procedures, and project delivery practices.
Perform other related duties as assigned.
Minimum Required Qualifications
Candidates must meet one (1) of the following qualification pathways:
Option 1
Twenty (20) years of full-time paid professional project and/or construction management experience.
Ten (10) years of the required experience must include management of large programs with individual projects having construction values exceeding $50 million (not cumulative).
Five (5) years of experience managing educational facility construction, public works, or large commercial construction projects (experience may be outside California).
Graduation from a recognized college or university with a degree in Architecture, Engineering, or Construction Management.
OR
A current Certified Construction Manager (CCM) credential from the Construction Management Association of America (CMAA) may substitute for the education requirement.
Option 2
Twenty-five (25) years of full-time paid professional project and/or construction management experience.
Twenty (20) years of the required experience must include management of large programs with individual projects having construction values exceeding $50 million (not cumulative).
Five (5) years of experience managing educational facility construction, public works, or large commercial construction projects (experience may be outside California).
Preferred (Not Required):
Degree in Architecture, Engineering, or Construction Management.
Certified Construction Manager (CCM) credential.
Additional Preferred Experience
Highly qualified candidates will possess experience in one or more of the following:
Design-Build project delivery
Building Information Modeling (BIM)
Leadership in Energy and Environmental Design (LEED) certified projects
Collaborative for High Performing Schools (CHPS) projects
California Division of the State Architect (DSA) design and construction processes
Large educational facilities bond programs
Multi-project capital improvement programs exceeding $500 million
Preferred Licenses & Certifications
Valid California Architect Registration issued by the California Architects Board
OR
Valid Professional Engineer (PE) license issued by the California Board for Professional Engineers and Land Surveyors
