We are currently seeking a Project Controls Specialist IV (Cost Analyst) to support the Los Angeles Community College District’s (LACCD) capital construction program. In this role, you will be responsible for ensuring the accuracy and integrity of project budgets, forecasts, and cost performance across multiple projects.

You will play a critical role in cost management, financial reporting, forecasting, and risk analysis, working closely with project teams to ensure financial alignment and proactive decision-making throughout the project lifecycle.

What You’ll Do - Your Mission

  • Oversee the integrity and accuracy of project budgets and forecasts in accordance with established procedures

  • Participate in monthly Estimate at Completion (EAC) reviews, validating forecasts and analyzing variances

  • Conduct cost variance analysis to identify trends, risks, and potential budget impacts

  • Monitor project performance by comparing projected versus actual costs and implementing mitigation strategies

  • Support change management processes by evaluating financial impacts of change orders and budget adjustments

  • Participate in risk assessment workshops and contribute to financial risk mitigation planning

  • Review project budgets and expenditures to ensure alignment with funding sources and financial goals

  • Collaborate with schedulers to evaluate cost and schedule performance, including identifying delays and overruns

  • Analyze staffing plans to identify cost impacts and recommend resource optimization strategies

  • Validate cost coding and budget allocations for contracts, purchase orders, and change orders

  • Ensure accurate financial tracking and reporting of contracts, amendments, and project expenditures

  • Enforce cost management policies and procedures across capital projects

  • Manage and monitor Estimate to Complete (ETC) values for projects

  • Prepare and maintain cost reports, budget reports, and financial forecasts

  • Support preparation of weekly and monthly cost and status reports

  • Assist in preparing reports and presentations for senior leadership

  • Perform budget reconciliations and resolve discrepancies between forecasts and actual costs

  • Maintain change management logs and financial tracking systems

  • Perform data entry and maintain accurate financial records

  • Utilize project management systems such as e-Builder, Proliance, DELTEK, or similar tools

  • Coordinate with Project Managers and Construction Managers to maintain accurate project financial data

  • Travel to project sites as required

  • Perform additional duties and special projects as assigned

Minimum Required Qualifications

Education

  • Bachelor’s degree from an accredited college or university in:

    • Business Administration

    • Engineering

    • Project Management

    • Construction Management

    • Or a related field

  • Additional qualifying experience may substitute for the education requirement on a year-for-year basis

Experience

  • Minimum seven (7) to ten (10) years of recent professional experience in:

    • Project controls

    • Cost analysis

    • Capital construction programs

Knowledge & Skills

  • Strong analytical skills with the ability to interpret complex financial data

  • Advanced proficiency in Microsoft Excel and financial modeling

  • Exceptional attention to detail and accuracy in reporting

  • Strong problem-solving and critical thinking abilities

  • Ability to communicate complex financial information to non-financial stakeholders

  • Ability to work independently and meet tight deadlines

  • Strong understanding of financial management principles and project cost controls

  • Ability to work effectively in a fast-paced, dynamic environment

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

Preferred Qualifications

  • Advanced experience with project management and cost control systems such as:

    • e-Builder

    • DELTEK

    • Proliance

    • Or similar platforms

  • Experience using business intelligence tools such as:

    • Power BI

    • Tableau

  • Experience with data warehousing and large-scale data integration

  • Strong understanding of cost control, budgeting, and forecasting for large capital projects

  • Experience integrating multiple data sources for reporting and analytics

  • Knowledge of project management methodologies and financial forecasting techniques

  • Ability to troubleshoot system integration and reporting issues

Additional Requirements

  • Ability to travel to project sites as needed

  • Ability to manage multiple projects and priorities simultaneously

  • Strong organizational and documentation skills
