Position Overview
Project Support Services (PSS) is seeking an experienced Owner's Authorized Representative II (OAR II) to support the Los Angeles Unified School District (LAUSD) Facilities Services Division. The OAR II serves as the District's representative and is responsible for managing large-scale capital improvement and construction projects through all phases of project delivery, from design and pre-construction through construction, DSA close-out, and project completion.
The ideal candidate will possess extensive experience managing complex commercial, public agency, K-12 educational, or higher education construction projects exceeding $20 million in value. This individual will be responsible for overseeing project budgets, schedules, contractors, consultants, regulatory compliance, stakeholder coordination, and overall project execution to ensure successful delivery of District facilities that support student achievement and community impact.
What You'll Do
Manage and oversee all phases of assigned projects from design through close-out
Review design and construction documents and coordinate comments with project teams
Prepare project status reports and presentations for District leadership
Coordinate with public agencies and District departments to ensure compliance for off-site work
Manage project budgets and schedules, ensuring monthly updates accurately reflect project progress
Direct contractor activities and review construction schedules, submittals, RFIs, RFCs, and related documentation
Review contractor substitution requests for compliance with District standards and specifications
Negotiate contractor change orders and evaluate associated schedule impacts
Monitor and review payments for contractors, architects, engineers, and consultants
Administer architect and consultant agreements
Coordinate District delivery of furniture, fixtures, and equipment (FF&E)
Manage project close-out activities, including DSA certification and financial close-out
Maintain effective communication with stakeholders, project teams, and District personnel
Perform other related duties as assigned
Minimum Qualifications
Candidates must clearly demonstrate the following on their resume:
Experience
Fifteen (15) years of full-time paid professional experience in construction and/or project/construction management of commercial, public, or educational facility projects
Five (5) years of the required experience must include responsibility for coordinating complex construction projects with values exceeding $20 million
Education / Credential Requirements
One of the following must be met:
Bachelor's degree in Architecture, Engineering, or Construction Management
OR
Bachelor's degree in any field with the ability to obtain a Certified Construction Manager (CCM) credential within one year of employment
OR
More than twenty (20) years of construction/project management experience with the ability to obtain a CCM credential within one year of employment
OR
Possession of a valid Certified Construction Manager (CCM) credential in lieu of degree requirements
Preferred Qualifications
Highly desirable qualifications include:
Design-Build project experience
Building Information Modeling (BIM) experience
LEED-certified project experience
Collaborative for High Performing Schools (CHPS) experience
Division of the State Architect (DSA) experience
OSHA 30 certification or higher
California Architect License
California Professional Engineer (PE) License
Certified Construction Manager (CCM) credential
