Position Overview
Project Support Services (PSS) is actively seeking qualified Owner's Authorized Representatives (OAR I) to support the Los Angeles Unified School District (LAUSD) Facilities Services Division.
The OAR I serves as the District's representative and is responsible for managing and overseeing all phases of assigned construction projects, including pre-construction, bidding and award, construction, and project close-out. This position plays a critical role in ensuring projects are delivered safely, on schedule, within budget, and in compliance with District standards and regulatory requirements.
Key Responsibilities
Manage, oversee, and coordinate all facets of assigned projects from pre-construction through project close-out.
Review pre-construction documents and provide comments and recommendations to design teams.
Prepare and present project status reports to District leadership and executive management.
Coordinate with public agencies, District departments, project teams, consultants, architects, engineers, and contractors.
Manage project budgets and schedules to ensure alignment with District objectives and reporting requirements.
Monitor project progress and maintain accurate budget forecasting and cost controls.
Oversee contractor activities, review construction schedules, submittals, RFIs/RFCs, and coordinate responses.
Review substitution requests to ensure compliance with project specifications and District requirements.
Negotiate Contractor Change Order Proposals (COPs) to achieve fair and reasonable pricing.
Evaluate schedule impacts associated with changes and recommend appropriate resolutions.
Review and monitor payments for contractors, architects, engineers, and consultants.
Administer Professional Service Agreements and consultant contracts.
Coordinate District delivery and installation of Furniture, Fixtures, and Equipment (FF&E).
Manage project close-out activities, including Division of the State Architect (DSA) certification and financial close-out.
Perform additional duties as assigned in support of District capital improvement programs.
Minimum Qualifications
Candidates must clearly demonstrate one of the following qualification pathways on their resume:
Option 1
Ten (10) years of full-time paid professional experience in construction and/or a combination of project and construction management involving commercial and/or public/educational facility projects.
Three (3) years of the required experience must include full responsibility for coordinating complex construction projects valued at more than $10 million.
Bachelor's degree in Architecture, Engineering, or Construction Management.
OR
Certified Construction Manager (CCM) credential may substitute for the degree requirement.
Option 2
Fifteen (15) years of full-time paid professional experience in construction and/or a combination of project and construction management involving commercial and/or public/educational facility projects.
Eight (8) years of the required experience must include full responsibility for coordinating complex construction projects valued at more than $10 million.
Degree and CCM credential preferred but not required.

Design-Build project delivery
Building Information Modeling (BIM)
LEED Certified projects
Collaborative for High Performing Schools (CHPS)
California Division of the State Architect (DSA) processes
Public sector and educational facility construction programs
Multi-million-dollar capital improvement programs
Schedule management and cost control
Construction contract administration
Change order negotiation and claims avoidance
OSHA 30-Hour Certification (minimum preferred)
