Position Overview
The Los Angeles Community College District is seeking an experienced Estimator IV – General Trades to support the BuildLACCD bond program, one of the largest community college construction and modernization efforts in the nation.
This senior-level role is responsible for developing, reviewing, and validating detailed construction cost estimates related to general trades for new construction, modernization, and renovation projects across LACCD campuses. The Estimator IV will work under the direction of the Program Controls Manager and Chief Estimator to support budgeting, cost containment, procurement decisions, and fiscal accountability.
Key Responsibilities
- Prepare detailed construction cost estimates based on drawings, specifications, and scope for multiple building types across LACCD campuses.
- Develop estimates by design phase and building type while adhering to Project Controls procedures.
- Review and evaluate consultant-prepared cost estimates for accuracy, completeness, and compliance with LACCD standards.
- Prepare fair and independent cost estimates for contractor change order proposals and extra work requests.
- Conduct site visits to collect existing conditions data and incorporate relevant findings into project estimates.
- Analyze bids and contractor pricing when variances occur between proposals and District cost estimates; prepare variance and recommendation reports.
- Evaluate historical data, vendor quotes, cost databases, change orders, value engineering proposals, and claims for accuracy and completeness.
- Compile and analyze labor, materials, equipment, escalation, overhead, and profit components of costs.
- Prepare technical reports, cost estimate summaries, memos, and recommendations to District management.
- Utilize CSI MasterFormat (UniFormat knowledge is a plus) in organizing estimates and scope breakdowns.
- Apply expertise in Job Order Contracting (JOC) pricing methodologies and cost structures.
- Perform additional estimating tasks as assigned by program leadership.
Minimum Required Qualifications (must be met to be considered)
- 10–15 years of recent experience preparing full construction cost estimates for Type I, II, III, or V buildings, as defined by the State Building Code.
- At least 2 years in a supervisory or lead estimator role.
- Expert knowledge of cost estimating theory, contract pricing, and change order evaluation.
- Extensive experience in Job Order Contracting (JOC), including pricing methodologies and cost book applications.
- Strong understanding of construction methods, materials, local labor rates, market conditions, and general trades practices.
- Ability to analyze contractor proposals and quickly identify scope or pricing discrepancies.
- Ability to develop independent scopes of work based on RFI/RFC responses and prepare corresponding cost estimates.
- Bachelor's degree in Engineering, Architecture, Construction Management, Business, or related field.
- Additional qualifying experience may substitute year-for-year for the degree.
- Ability to function in a demanding, fast-paced public works environment.
Preferred Qualifications
- Expertise in eGordian or similar platforms for JOC cost estimating.
- Knowledge of Prevailing Wage, DIR, and union labor rate structures.
- Experience using RSMeans, NECA, and MCAA labor productivity standards.
- Familiarity with RSMeans Online Cost Estimating tools.
