Position Overview
LAUSD is seeking a highly experienced Program Manager to lead complex, multi-project programs within the Facilities Services Division. This senior-level role oversees all phases of program planning, funding, execution, and closeout for large-scale public-sector construction and modernization initiatives.
The ideal candidate is a strategic leader with deep experience in public-sector program delivery, funding structures, stakeholder coordination, and cross-functional team leadership.
Key Responsibilities
• Manage all aspects of program planning and development, including engineering, construction, technical support, bidding strategies, schedules, budgets, funding sources, grants, prioritization, and closeout
• Review, analyze, and interpret complex project budgets, schedules, and costs to ensure compliance with authorized scope, timelines, and funding requirements
• Supervise project planners in developing project scope, schedules, and budgets that reflect stakeholder goals and vision
• Develop funding strategies, including state matching grants, private grants, and nonprofit partnerships
• Resolve or reduce cost overruns through value engineering
• Prepare executive-level reports and program summaries for stakeholders
• Manage financial closeout of programs and ensure all documentation complies with funding source guidelines
• Serve as liaison for closed-out projects under litigation and participate in depositions when required
• Assess program strengths and limitations and recommend improvements to reporting and processes
• Resolve technically complex issues for architects, engineers, and project managers
• Coordinate the development of policies, procedures, and construction program updates
• Participate in community and stakeholder meetings for high-profile projects
• Participate in job meetings, job walks, and documentation reviews
• Maintain lessons learned and provide training for continuous improvement
• Mediate conflicts related to scope, materials, and project requirements
• Participate in change order negotiations and assist with contract reviews
Minimum Requirements (Must Be Met)
Experience
• 10+ years of full-time professional experience managing complex programs and projects, including planning, design, budgeting, funding allocation, and closeout
• At least 4 years of experience managing programs within a public or educational agency
• Experience managing multiple public-sector or education programs concurrently preferred
Education
• Bachelor’s degree from an accredited college or university, preferably in Architecture, Engineering, or Construction Management
• Additional experience may substitute for education on a year-for-year basis
Preferred Certifications
• Registered Architect (California) or Professional Engineer (California)
• Certified Construction Manager (CCM)
• LEED Accreditation
