Position Overview

 

Do you have a passion for numbers, data accuracy, and project performance tracking? Join our team as a Program Controls Specialist supporting the Los Angeles Unified School District (LAUSD) Facilities Services Division, one of the largest public education construction and modernization programs in the nation.

 

In this role, you’ll provide critical support in cost control, budget management, scheduling, and reporting for capital projects across LAUSD’s extensive portfolio. Working closely with senior project and program controls staff, you’ll help ensure projects are delivered efficiently, accurately, and in full compliance with District and state standards. Key Responsibilities

  • Support program and project-level cost control, budget tracking, reporting, and data management functions.
  • Identify best practices and assist in developing and implementing project control tools and procedures to support those practices.
  • Interface with Senior Program Controls Specialists and management to support informed decision-making.
  • Perform detailed data analysis and validation to ensure information accuracy and integrity.
  • Recommend process or policy improvements to enhance project delivery and organizational performance.
  • Organize and maintain project and program-level data for timely and accurate reporting.
  • Develop metrics and reporting tools to provide management and stakeholders with real-time visibility into project performance.
  • Assist in the creation and refinement of program controls, processes, and procedures related to budgets, estimates, and schedules.
  • Prepare and maintain documentation for program controls policies, procedures, and audits.
  • Provide audit support for internal and external reviews.
  • Review project budget and scope change requests for proper justification and documentation.
  • Troubleshoot project-specific budget, schedule, scope, or documentation issues in coordination with other divisions and departments.

Minimum Required Qualifications (must be met to be considered)

  • 6 years of full-time, paid professional experience in Project Controls, including planning, budgeting, estimating, forecasting, scheduling, cost control, and project reporting.
  • 3 years of the above experience must be as a Program or Project Controls Specialist within a government agency or infrastructure construction program utilizing advanced project control software (e.g., Oracle Primavera, Contract Manager, Unifier, Timberline Gold, or similar).
  • Bachelor’s degree in Engineering, Construction Management, Information Technology, Finance/Accounting, or Business Administration.
  • Candidates without a degree may substitute additional relevant experience on a year-for-year basis.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook) is required.
